I just bought my first HDTV and am uncertain about how to set it up with my FIOS DVR and DVD player. Do I need both HDMI cables and composite video cables?

Get all HDMI cables if you can. The FIOS will definitely have HDMI output, and that is all you need for both video and audio. No other cables necessary.
The DVD player may or may not have HDMI out depending on what kind of DVD player it is and how old it is.
If the DVD player doesn’t have an HDMI out, then get component video cables (red, blue, green) plus analog audio (red/white).
If the DVD player doesn’t have component video out, then just use composite video (yellow) plus analog audio (red/white). Another option is S-Video, but you probably won’t see much improvement over plain old composite.
